Reeve Rydholm called the meeting to order at 6:30 pm.
2. ADOPTION OF THE AGENDA
2.1 The Clerk advised that the applicant under section 4.2, and the Zoning Amendment By-law under 8.1, has been deferred to a later date.

3. DECLARATION OF PECUNIARY INTEREST
There were no declarations of pecuniary interest on the part of any member of Council.
4. DEPUTATIONS AND PETITIONS
4.1 Jane Fraser - Techy Seniors
Ms. Fraser attended Council to advise them of her newest submission to FedNor for grant money to expand the courses into other municipalities in Northwestern Ontario and to implement entrepreneur workshops. Council advised Ms. Fraser that they felt the application was incomplete, confusing and premature. Ms. Fraser presented further written information on her proposal and Council advised that they would contact her when they had an opportunity to read the new proposal.

6.3 Clerk's Report
The Clerk reported that Mr. Vanlenthe had identified a problem with the By-law regarding the moto-cross track. Mr. Vanlenthe noted that the restriction on practice times was from 5 pm to 9 pm but that 9 pm was too late to ride at this time of the year. Mr. Vanlenthe requested that the by-law be amended to allow for an earlier practice time. Council advised that if Mr. Vanlenthe wished to amend the by-law he would have to formally apply through the amendment process.
Council set a date of December 15, 2007 for the Annual Conmee Christmas Party

THAT the Reeve and Clerk be authorized on behalf of the Township of Conmee to affix their signatures to By-law No. 922, being a by-law to authorize an agreement with Mr. Ken Malinoski, Road Superintendent.

9. NEW BUSINESS
9.1 Letter from Ken Boshcoff re Tibetan Flag
Mr. Ken Boshcoff requested that Council fly a Tibetan Flag in honour of the Dalai Lama's visit to Canada. Council was presented with the cost of a flag pole at approximately $1,200.00. Council felt this was too expensive to purchase.
9.2 CUPE - Day of Recognition

WHEREAS thirty five years of research confirms the benefits of high quality child care for young children's intellectual, emotional, social and physical development and later life outcomes;
AND WHEREAS child care promotes the well-being of children and responds to the needs of parents, child care workers and the broader community by supporting quality of life so that citizens can fully participate in and contribute to the economic and social life of their community;
AND WHEREAS recent studies clearly show trained and knowledgeable Early Childhood Educators and child care workers are the most important element in quality child care, and further that good wages and working conditions are associated with higher job satisfaction and morale, lower staff turnover all of which predict higher quality care;
THEREFORE BE IT RESOLVED THAT October 24, 2007 be designated the 7th annual "Child Care Worker and Early Childhood Educator Appreciation Day" in recognition of the influence, dedication and commitment of child care workers to children, their families and quality of life of the community.

9.3 Superior North Training - Invitation to Reeve

THAT Reeve Rydholm be authorized to attend the Meeting with Dr. Rosehart to be held on October 2, 2007 at City Hall.

9.4 Letter from AMCTO re Membership Recognition
The Reeve presented a letter from the Association of Municipal Managers, Clerks and Treasurers of Ontario advising that the Clerk has received a 10 year service recognition. This is a new service from AMCTO.
9.5 Budget to Actual Update - deferred to next meeting
9.6 Road Agreements with Hacquoil and Lehto
After some discussion, Council directed the Clerk to send the agreements to the lawyer for review.
